Procedure for transport by ferry of hazardous cargo, oversize and heavy vehicles

 

1. Oversize, heavy vehicles with an axle load over 2 tonnes or a total weight over 3.5 tonnes and hazardous cargo shall be transported subject to the carrier’s approval.

2. The owner of cargo shall request approval of the cargo from the carrier by telephone or e-mail:

3. Cargo approved in advance shall be checked in for transport by ferry no later than 24 hours before a sailing at a ticket office on the ferry of origin, declaring the type and quantity of the cargo and the length of the vehicle in metres.

4. Hazardous cargo not approved in advance shall be transported on commercial sailings.

5. If clauses 1 and 2 have been complied with, ferries transporting hazardous cargo shall sail at times set in the timetable.

6. The route director shall be entitled to declare a state of emergency for the transport of hazardous cargo, notifying carriers of hazardous cargo of this in advance.

7. The driver of a vehicle shall, when a ticket for transport by ferry is being issued at the ticket office, declare the type and quantity of hazardous cargo as per the consignment note and queue in the queue of hazardous cargo vehicles at the port or in a separate area designated for this by the port authority.

8. When transporting cargo containing a hazardous substance or object, a driver shall have on hand the following transport documents:

8.1. consignment note for the cargo;

8.2. certificate of approval for vehicles transporting certain hazardous cargo

8.3. certificate of training for the driver of the vehicle transporting hazardous cargo;

8.4. safety instructions for the hazardous cargo transported

8.5. for Class 1 hazardous cargo, a transport permit issued by the authority designated by the Ministry of the Interior;

8.6. declaration by the consignor (if not included with the consignment note)

8.7. for the transport of extremely hazardous cargo, a statement(s) of the approval of the itinerary.

9. Procedure for loading aboard a ship cargo including a hazardous substance or object that is transported more frequently:

9.1. Gases (hazard division 1) of stowing categories D and E and inflammable liquids with a flashpoint below 23°C shall be transported by ferry on ad hoc sailings only.

9.2. Gases of stowing categories A, B and C and inflammable liquids with a flashpoint above 23°C shall be transported on sailings for the transport of hazardous cargo and sailings with no scheduled-service or chartered coaches aboard.

9.3. Combustible liquids with a flashpoint above 61°C (fuel oil) may be transported on all scheduled sailings.

10. Before hazardous cargo is loaded aboard a ship, the crew member in charge of loading shall be presented with a consignment note for the cargo / vehicle declaration and safety instructions.

11. Every unit of cargo containing a hazardous substance or object shall have been loaded on a vehicle by the consignor of the hazardous cargo, marked with appropriate hazard symbols in accordance with Chapter 4 of the Regulations Concerning the Transport of Passengers and Vehicles on TUULE LIINID FERRY ROUTES, Rules for Internal Transport of Dangerous Goods by Road (ADR) and Rules for Internal Transport of Dangerous Goods by Road, Memorandum of Understanding for the Transport of Dangerous Goods on Ro-Ro Ships in the Baltic (MoU) or IMDG Code. The carrier may decline to load hazardous cargo if requirements in the above rules have not been met. In such an event, the crew member in charge of loading shall advise a driver of the reasons why the loading of cargo has been declined.

12. If needed, a ship’s master shall be entitled to apply to the transport of hazardous substances rules more stringent than those provided for by international standards.
